在烏干達有超過三分之一的女性經歷過來自親密伴侶的各種形式的暴力,每天警局都會接獲至少三十件家暴案件的通報,約半數的烏干達國民相信在某些情況下家暴是可接受的。因此有男性警官發起社會運動,將自己設身處地於女性的立場之上(put oursleves in the shoes of women),鼓吹反家暴。
文獻上有許多理論可以解釋女性為何常常遭到暴力對待:有的從個人與關係層面切入;有的則以社會文化與政治的角度觀之(1, 2)。最近的研究則顯示,在烏干達,來自親密伴侶對於已婚女性的暴力,其肇因除了資源不對等的因素之外,結構性的性別因素更為重要(3)。
